Law was essentially ineffective in Episode 1. People could be arrested, but it would be a minor inconvenience. I would not expect this to change in Episode 2, where you might go to jail for murder but still be able to interact with the rest of the game. But whatever you do, don’t pee in public in Episode 2. You’ll be sent to Urinetown and nobody returns from Urinetown.
How do the folks in jail interact with the rest of the game?
We figured one reason for the protection racket was it provided more interaction opportunities.
Had the players not been there for the memo contest, we would have designated emergency substitutes.

People with Above Average gambling did have a chance in all the big gambling scenarios. I didn’t run the poker game, but I know they influenced the horse race and the craps game.
