Depends on what you want. If you want hooks or flags with which to develop a plot, well, you kind of need the Bests at the beginning.

If you're doing an Amber Thronewar, you probably need everything up front, because it's that kind of game.

If you're going gm-less... Well, I could argue it either way, actually.

I wonder how this would combine with something like Art, Guts & Grace.
